This prophetic passage speaks words of comfort to God's people. The comfort stems from who God is and what he has done. God is the everlasting God, who does not faint or grow weary. The Creator of heaven and earth, who has measured the waters in the hollow of his hand and marked off the heavens with a span, is also the one who renews the strength of his people and lets them mount up on wings like eagles.
