God's people are in the promised land, and yet they do evil in the sight of the Lord. God hands his people over to foreign powers to chastise them. In their distress they cry out to the LORD and he raises up judges to save them. Men like Othniel, Ehud and Shamgar are used by God to bring about divine deliverance.
