The fool may say in his heart: "There is no God". But the LORD looks down from heaven on the children of man. Even though all turn aside and no one does good, the LORD God will not be thwarted. He is simply is. He will accomplish his purposes, restore the fortunes of his people, and bring salvation out of Zion through King Jesus.
